Job Purpose and Summary This position is responsible for managing the facilities maintenance operations for an assigned region of the Pennsylvania Turnpike Commission (PTC).
Work includes managing various facilities projects, programs, systems, and contracts.
Work is performed with considerable independence and reviewed for attainment of program goals.
Supervision is exercised over internal and external staff and subordinate supervisors assigned to the unit.
As circumstances warrant, the Regional Manager may be assigned to other districts.
Essential Functions & Responsibilities Manages, plans, and organizes facilities operations and staff functions within an assigned region including supervision, performance management, delegation of work and review of work product.
Manages the performance of the assigned region's Facilities and Building Systems Preventive Maintenance Program.
Establishes scheduled intervals for preventive maintenance tasks and identifies additional or unmet preventive maintenance needs.
Assists with database administration and SAP updates related to preventive maintenance needs.
Manages all facilities-related project activities within the assigned region including planning, design, and construction services.
Maintains professional liaison with contractors, vendors, consultants, internal staff, and other external agencies.
Manages the work order system for construction and maintenance activities.
Develops, manages, and coordinates service, open-end and job order contracts (JOCs) for general building services, electrical, HVAC, plumbing, landscaping and facilities maintenance/repair services.
Conducts inspections of facilities maintenance and repair work.
Conducts routine facilities condition assessments and serves as a liaison for all facilities-related needs including identifying deficiencies/corrective actions, determining scope, scheduling and execution of work and enforces facility related policies.
Coordinates snow removal activities to ensure buildings remain open and accessible.
Participates in the development and implementation of organizational and departmental goals, objectives, business plans and priorities.
Prepares the preliminary budget for operational and capital expenditures for assigned areas.
Identifies opportunities and resource needs to improve service delivery methods and processes.
Provides recommendations and assists with the implementation of improvements and/or changes to policies and procedures.
Conducts, provides consultation and/or represents the PTC in designated meetings, committees, planning groups and/or seminars.
Oversees facilities emergency response within the assigned region and serves as the primary point of contact for regional facilities emergency response needs.
Serves as a member of the Emergency Response Team and provides 365/24/7 for emergency response when needed.
Uses situational awareness to anticipate and prevent accidents.
Performs related duties as assigned.
Qualifications Ten (10) years of experience in facilities, construction, project management, or trades.
OR Six (6) years of experience in facilities, construction, project management, or trades AND a bachelor's degree in facilities management, finance, engineering, business administration, or a related field.
Equivalent combination of education and/or experience may be accepted.
Three (3) of the years of experience must be in a supervisory capacity.
Possession of a valid Certified Facility Manager (CFM), Facilities Management Professional (FMP), Sustainable Facility Professional (SFP) or Certified Financial Manager (CFM) certification is preferred.
Possession of a valid driver's license.
Must obtain and maintain a valid Pennsylvania driver's license within six (6) months of employment.
